Support for the automotive industry: the main measures to be announced on Tuesday

Conversion bonus for low-income households, ecological bonus for electric cars, support for the purchase of a hybrid vehicle: these are the main lines of the car recovery plan, which must be announced by Emmanuel Macron on Tuesday.

In a sector which had to face the collapse of its sales (-89% in April), and which has 900,000 jobs, direct and indirect, announcements of the car assistance plan for this Tuesday are expected impatiently.

The objective of this plan is to encourage individuals and businesses to buy new or recent models that are more respectful of the environment. Here are the main points, revealed by our colleagues from Paris.

  • Increase in the ecological bonus for an electric car

The ceiling for the ecological bonus for the acquisition of a 100% electric car would be revised upwards to reach between 7,000 and 8,000 euros, against 6,000 euros currently. For business fleets, which represent half of the purchases of new cars, this bonus would be increased to between 5,000 and 6,000 euros. Remember that it had been halved at the start of the year, from 6,000 to 3,000 euros.

  • Support for the purchase of a hybrid car

Another novelty, plug-in hybrid vehicles (which combine a heat engine and an electric motor as well as a battery) would enter the ecological bonus scheme by benefiting from an amount of 2,000 euros.

A fund dedicated to the deployment of charging stations will be created, supplemented by the Banque des Territoires, in order to advance installation costs to condominiums, and this at advantageous conditions. The Minister of Transport Jean-Baptiste Djebbari had also declared last week on BFM that he aimed to set up 100,000 of these terminals on the highways in 2021.

  • Expanded conversion bonuses

The conversion premium should be widened for modest households (from 1,500 currently to 2000), and very modest households (from 3,000 to 4,000). This bonus launched in 2018, which makes it possible to acquire a new or recent used vehicle against the scrapping of an older model, will also benefit from a relaxation of the eligibility criteria; Crit’Air 3 and Crit’Air 4 are now included.

This measure should reassure manufacturers, who have on their hands a fleet of nearly 400,000 vehicles waiting to find a buyer, the equivalent of 10 billion euros.

Finally, a new stimulus component will be presented at the start of the next school year, in the 2021 finance bill, to “combat the structural lack of competitiveness of the French economy”, specifies Le Parisien. These measures could be inspired by the old Tax Credit for Competitiveness and Employment (CICE), created under François Hollande, by allowing reductions in production taxes or even lower charges.

Several uncertainties still remain, particularly regarding the duration of this plan, which should be implemented quickly. It is also unclear whether aid, such as the ecological bonus and the conversion bonus, can be combined. And finally, it is difficult to guess whether the French will be willing to subscribe to a renewal process for their vehicle, in the context of a major economic crisis.
