The government has come up with a plan to expand housing supply through public-led redevelopment or station development projects in five metropolitan cities such as Ulsan and Busan through the 2·4 supply measures.
Until now, it is difficult to find a precedent in the real estate measures of the previous governments in which the supply plan for local metropolitan cities came out.
Among the 836,000 housing supply targets in the 2·4 supply plan announced by the government on the 4th, 220,000 units are supplied from the five regional metropolitan cities.
Specifically, 22,000 units of public-led redevelopment and reconstruction, 49,000 units of urban public housing complex projects targeting station areas, semi-industrial areas, and low-rise residential areas, and 32,000 units of small-scale maintenance projects.
The number of new public housing sites is expected to be 56,000 units in metropolitan cities and 27,000 units in other regions.
After the preparation period, the government will select candidate sites for public housing in local metropolitan cities and other areas and announce them later.
Provincial housing supply was mainly promoted by local communities’ own maintenance projects or district unit planning projects.
Although there is an urban renewal New Deal in the housing supply project involving the central government, this is the first time the government has set specific housing supply targets.
The reason why the government has started to expand housing beyond the metropolitan area such as Seoul is that the local real estate market is showing local overheating due to the lack of quality housing.
Provincial housing prices are showing signs of uncertainty, such as a recent surge in house prices, and in order to solve this problem, it is necessary to meet the demand for housing by supplying a large number of high-quality and inexpensive houses like the metropolitan area.
As regulations in the metropolitan area have been strengthened, it is observed that investment demand is relatively less regulated, and speculative transactions are conducted in rural cities.
For this reason, at the end of last year, the government grouped major metropolitan cities such as Ulsan, Busan, Daegu, Gwangju, and Changwon into regulated areas such as areas subject to adjustment.
Even in local metropolitan areas, demand is concentrated only in some regions, such as new towns with good locations, which is also a problem.
Accordingly, the government’s plan is that if the residential environment is improved around the station area and more high-quality houses are supplied, the surge in house prices will be reduced.
Along with this, the need to reorganize the declining old city center is increasing. Although urban regeneration is being promoted in the past, there is a growing need for a full-fledged maintenance project to increase the effect of housing supply.
