ROMA – The government messes up on the Superbonus. It tightens and immediately loosens. Not even 48 hours had passed since the Council of Ministers launched the “account-saving” trap Giorgia Meloni e Giancarlo Giorgetti they take note of having closed the taps too hastily.
The discontent of the governors and mayors “friends” of the areas affected by the earthquakes of 2009 and 2016 flood the news agencies and target Palazzo Chigi with a threatening message: the decree which stops the transfer of credit and the discount on the invoice for the “Super earthquake bonus” puts reconstruction at risk.
Super bonus out of control. Giorgetti ready to torpedo the State Accountant
by Giuseppe Colombo, Valentina Conte
Devastating image damage for the right. And then there are the thorns within the majority, with Forza Italia having badly digested the blitz in the Council of Ministers. The Azzurri are ready to reverse their pressure in Parliament, as they already did in December, forcing the government to approve a decree to obtain some mini-extensions.
The Prime Minister and the Minister of Economy exchange ideas throughout the day. They have different ideas on the “patch” that serves to cover the underestimation error, but in the end they converge on the exemption scheme: the two canceled options will be restored. It is up to the technicians of Palazzo Chigi and the Mef to fine-tune the accounting balance so as not to disavow the announcements made two days earlier, that of the emergency intervention to protect public accounts.
The summary says that in the areas affected by the two earthquakes it will be possible to continue to transfer the building bonuses and request the discount on the invoice. But it is Giorgetti who raises a dam. He does it by staring a spending ceiling of 400 million: not a cent more this year to finance support for construction sites.
Superbonus and Pnrr, Brussels controls on 60 thousand construction sites

Most of the resources, 330 million in total, will end up in the municipalities of Abruzzo, Lazio, Marche and Umbria which were hit by the earthquake eight years ago. The remaining 70 million go to L’Aquila and other places in Abruzzo that still need financing after the earthquakes of 6 April 2009.
THE ANALYSIS
What remains of the Superbonus. State, net cost of over 90 billion. Deficit exceeded: construction weighs on growth
edited by the Italian Public Accounts Observatory
Will be the extraordinary commissioner Guido Castelli to ensure “compliance with the spending limit by verifying its achievement for the purposes of suspending the exemption”, as stated in the new version of the decree ready for publication in the Official Journal.
Not an easy task because in the areas of Central Italy alone it is estimated that there are at least 35 thousand real estate units still to be rebuilt.
And then there is the unknown of FI’s positioning when the decree passes to the Chambers for conversion into law. Also the oppositions they insist on reducing the scope of the squeeze, excluding third sector bodies. The Forum that represents them raises the alarm: “Without tax incentives, maintained so far, the majority of entities will not be able to make all those fundamental improvements to their structures with a view to environmental sustainability and the containment of energy consumption”. government has put a “patch”, but the discontent has not died down.
