The list of veteran footballers who, based on arbitration decisions of the last twenty years, have received money from Greek teams who changed their VAT number is quite long. According to the Panhellenic Association of Paid Footballers – Female Footballers (PSAPP), more than 1,000 footballers were not paid for the services they offered to PAE. After a match of the Free Footballers’ Movement (KEP), the money frozen in the snow of the players on the pitches began to thaw. And this is because the case of the so-called “sporting succession” (same PAE with another VAT number) has now been reheated on all fronts, mainly thanks to the change in the EPO licensing regulation, as imposed by UEFA, and the forced shift of the Arbitration jurisprudence Court of the Federation.
The debt
It is estimated that the total debt of PAE to players reaches 50 million euros. Only to the members of the KEP the debt amounts to 10 million euros for about 100 footballers. From the PAE of Super League 1, footballers claim money or will claim from AEK, Ari, OFI and from SL2 from Iraklis, PAS Ioannina, Panachaiki, Larissa, Aegaleo, Diagoras, Kavala Niki Volos and Panionios, while the list also includes other teams competing in the smaller categories.
KEP’s legal advisor Georgios Panagopoulos reported to Documento that “the PAEs of SL1 face the greatest risk, because in case of non-payment or settlement of their debts to the players by February 28, 2025, it is certain that they will not be licensed, with the result that on the one hand not to be able to participate in the next season’s international competitions, and on the other hand, not to be able to make transfers”.
So the positive thing for the unpaid footballers is that the much-lauded case has been reopened and they hope that they will be paid, even with a long delay. “The case of the unpaid footballers had been cobwebbed in the drawers of the PSAPP, because the trade union body convinced its members that the decisions of the committees could not be implemented and the only solution was to beg the FIFA – FIFPro fund. And this for some crumbs that he distributed to selected football players. Of course, the blessed Tsoumanis did not belong to them, who did not even have to pay the taxes to claim his earnings from Aris and other PAE” argues G. Panagopoulos, who adds: “The case of debts was opened again in at the beginning of 2020, when the Court of Arbitration issued the scandalous, in my opinion, decision in the Durmisai case, rejecting the interventions of the later members of the KEP of former Aris footballers, with the result that, on the one hand, the EPO and Aris experienced a legal crash in the CAS, on the other hand, to establish the KEP”.
The PAEs know what debts they carry on their backs, however only PAE Panachaiki has already settled the debts to five members of the KEP, having even paid the first installment, in execution of the recent decision of the EPO Arbitration Court.
FIFA is strict
FIFA’s stance on the issue of debts to players “is becoming more and more strict, especially in the countries that are spectacularly ahead of the embarrassing global debt ranking, in which Greece is going for … World Cup” notes the experienced lawyer, for whom it is encouraging the fact that “the new administration of Gagatsis in the EPO, unlike that of Baltakos, not only does not interfere in the work of the competent bodies but has publicly committed itself to the institutional solution of this chronic problem of Greek football.
In fact, the KEP has submitted to the new administration the “Sports Succession Code”, a special regulation that will resolve the issue fairly and institutionally, satisfying the football players and saving the PAE from competitive and financial disaster”.
