While all 12 defendants are awaiting parole, some of them are merely protesters and some are leaders. But the offenses committed by the defendants were less than the other defendants. It also did not appear to have acted offensive or violent from the assembly, and did not appear that the defendant had previously been sentenced to imprisonment before, and therefore deemed appropriate to give such defendant an opportunity to return to be a good citizen
