Sugitsu PA is located in the mountains that separate Reinan and Reihoku in Fukui Prefecture, and the location differs depending on the upper and lower lines. Sugitsu PA on the up line, visible below the down line area, was originally Sugitsu Station on the Hokuriku Main Line. Part of the Hokuriku Expressway Up Line, including Sugitsu PA, is a part of the facilities of the old Hokuriku Main Line, which was replaced and abolished with the opening of the Hokuriku Tunnel in 1962 (Showa 37).
What the Emperor saw was the scenery from the up line, but the unobstructed view is the same from the up line. The down line allows you to see it from an even higher place.
