The Municipal Council of Sucre, in Chuquisaca, approved this Wednesday the Autonomous Municipal Law 228/2022 on safe entry to the municipality, which requires the vaccination card or the negative PCR test for all people who want to enter that city.
The purpose of the measure is to establish a reliable control mechanism for the vaccination process.
“The fourth article of this law states that the municipal government of Sucre, in coordination with the Departmental Health Service and institutions, will implement checkpoints at all entrances to the municipality, where the presentation of the respective vaccination card or PCR test will be required. with a negative result for SARS-Covid 19 that has 48 hours in advance, for the respective entry to Sucre “, informed the president of the Council, Óscar Sandy.
Likewise, he explained that, in the event that people do not have either of the two documents, they will be sent to a vaccination point to be immunized.

The objective of this law is to establish a reliable control mechanism for the immunization process, which preserves the life and physical integrity of the inhabitants of Sucre, said the councilman.
Sandy also highlighted the content of article five, which establishes the fumigation of vehicles at checkpoints as a disinfection measure and part of the contingency plan.
“The degree of lethality in the network of hospitals in the municipality is low as a result of a municipal policy that has decisively promoted vaccination and has strengthened care in our hospitals,” he emphasized.

Likewise, in article 3 on the scope and scope of application, it is specified that the provision is for all nationals or foreigners who are passing through Sucre.
Regarding the validity of the norm, article 7 specifies that it will be during the permanence of the risk of contagion of the Sars Cov-2 virus and in the meantime the health authorities do not provide otherwise.
In its sole final provision, it details that the execution and compliance with this measure is the responsibility of the municipal executive, in coordination with the Bolivian Police and other competent bodies by law.

AUTONOMOUS MUNICIPAL LAW No. 228/2022
SAFE ENTRY LAW TO THE MUNICIPALITY OF SUCRE
ARTICLE 1.- PURPOSE
Declare of municipal interest the activities related to the control of immunization against the Coronavirus SARS COV-2 and its mutations, carried out in the entry of people to the Municipality of Sucre, prioritizing their right to life, to health and to enjoy a clean environment. sure.
ARTICLE 2.- PURPOSE
The purpose of this instrument is to preserve the right to life and physical integrity, promoting the effective enjoyment of the provisions of the constitutional text in article 15, paragraph I, as the first right stated, from which all the others derive or derive. rights, guaranteeing the protection of human life that must be preserved by the organs of public power through their authorities and officials, constituting acts within the scope of their powers.
ARTICLE 3.- SCOPE AND SCOPE OF APPLICATION
This provision reaches all nationals or foreigners who are entering the territory of the Municipality of Sucre.
ARTICLE 4.- VACCINATION CARD REQUIREMENT
I. The Municipal Government of Sucre, in coordination with the Departmental Health Service and institutions it deems pertinent, as one more strategy to mitigate the pandemic, must implement checkpoints at all entrances to the Municipality of Sucre, carrying out the respective control to everyone who crosses the checkpoint.
II. At the control points, the people who cross through them (passengers, drivers, assistants and others) must be asked to present their physical or digital vaccination certificate, or if applicable, if they do not have the vaccines according to the scheme arranged by the health authorities at the central level, you must present a PCR test that dates from a maximum of 48 hours in advance.
III. If people who do not have the vaccines are identified, they should be informed of the emerging risks of not having the same, make them aware of the vaccination points enabled in the Municipality.
ARTICLE 5.- DISINFECTION OF MOTORIZED
The Municipal Government of Sucre must coordinate with the Telecommunications and Transport Regularization and Supervision Authority ATT, the Bolivian Police, the Transit Operational Unit, and the Passenger Transport operators at the interdepartmental, interprovincial and intermunicipal levels and other actors involved, to control compliance with the biosafety protocols and the disinfection of motorized passenger transport, in accordance with the “Protocol for Passenger Land Transport Operators” approved by Ministerial Resolution No. 275 of December 21, 2020. The disinfection must be accredited in a documentary manner by the companies to which they belong and must be presented for control, at the diagnostic and vaccination points, located at the entrance to the Municipality of Sucre.
ARTICLE 6.- PRESENTATION OF THE VACCINATION CERTIFICATE
Every person, within the age range that by provisions of the Central Government of the Plurinational State of Bolivia is eligible for the placement of vaccines, must display the vaccination certificate, either physical or digital, at the control points located at the entrances of the Municipality. from Sucre.
ARTICLE 7. TEMPORALITY.
This instrument will be valid during the permanence of the risk of contagion of the Sars Cov-2 virus and in the meantime the health authorities do not provide otherwise.
FINAL PROVISIONS
SOLE FINAL PROVISION. The Execution and compliance of this provision is the responsibility of the Municipal Executive, in coordination with the Bolivian Police and other competent bodies by Law.
Refer to the Municipal Executive Body, this legal provision, duly approved and sanctioned by the Municipal Council of Sucre, for its respective ENACTMENT and PUBLICATION of Law No. 228/2022, for the consequent purposes of law.
