The Ristori decree takes shape. This was confirmed by the Government itself, after the meeting of the Council of Ministers which took place yesterday afternoon, Tuesday 27 October 2020, at Palazzo Chigi. Further measures on health, justice and safety are on the way due to the health emergency due to Covid-19. Among the urgent measures, those linked to the various economic supports that the State wants to distribute throughout the territory stand out above all.
Refreshments Decree
Before entering into the merits of the facilitations on the subject of rents, the editorial staff of ProiezionidiBorsa wants to inform readers about the new decree-law. Born from the Council of Ministers, on the proposal of the President Giuseppe Conte and the Minister of Economy and Finance Roberto Gualtieri, the document, called the Ristori decree, introduces a series of incentives and targeted actions thanks to an allocation of 5.4 billion euros. This sum is intended to restore the economic activities directly or indirectly affected by the restrictions placed on health protection, as well as to support the workers employed in them.
Subsidized rentals for these categories of workers thanks to the Refreshments Decree
Among the thirteen special measures introduced by the Government, there is also that relating to the tax credit on rents. In detail, the facility concerns the tax credit on the rents of commercial properties, which is extended for another three months, ie October, November and December 2020. Another important feature is that the measure is also adopted for businesses with revenues exceeding 5 million euros.
How to receive the benefit
The condition is always the same. To receive this benefit, the applicant must show and certify that he has suffered a 50% drop in turnover. Furthermore, the related credit is transferable to the owner of the leased property.
In essence, this measure would seem to all intents and purposes an extension of the rental bonus, originally introduced with the Relaunch decree. Basically it is a subsidy in the form of a tax credit, equal to 60% of the rent paid, in exchange for a discount of the same value on the monthly rent.
Who can take advantage of the discount
Currently, holders of industrial, commercial, artisanal, agricultural activities, activities of tourist interest, habitual and professional exercise of self-employment, can benefit from the facility. Furthermore, the measure would also appear to include holders of VAT numbers in specific sectors. Confirmation is awaited in the next few hours, together with clarifications on the methods and times for providing the service.
