The Puglia Region, through the Regional Agency for Health and Social Care (ARESS), has published a public notice for the selection of third sector bodies involved in the co-planning, co-design and implementation of socio-health interventions and mediation to protect the health of migrant people foreseen by Program “Su.Pr.Eme. 2”, financed by the Asylum, Migration and Integration Fund (FAMI) 2021-2027.
The interventions will be implemented in the areas identified as priority, mainly falling within the territory of the ASL of Foggia, in which there are particularly populous migratory settlements and characterized by critical conditions of overcrowding and precarious housing hygiene, such as the former airport runway of Borgo Mezzanone, the Gran Ghetto of Rignano Garganico, and other sites in the municipalities of Manfredonia, San Severo, Cerignola, Poggio Imperiale, Orta Nova, Carapelle, Carpino, Lesina, San Marco in Lamis and Lucera. Further actions may be carried out, in specific periods of the year linked to seasonal agricultural campaigns, also in other areas of Puglia under the jurisdiction of the ASLs of Barletta-Andria-Trani, Bari and Lecce.
The project aims to create integrated socio-health services for migrants who, living in conditions of extreme vulnerability within formal and/or informal settlements, are victims or are at risk of labor exploitation. The interventions will be implemented through Mobile Units made up of multidisciplinary teams, which will provide immediate health and social support directly in the workplace and meeting places. The program is mainly aimed at citizens of third countries, regularly present in Puglia, who find themselves in situations of socio-economic vulnerability and encounter difficulties in accessing adequate services.
The Mobile Units will be fundamental for the first contact with migrants, ensuring the emergence of primary health and social assistance needs. Once the first contact has been made, the teams will proceed with mediation, facilitation and accompaniment actions to direct the recipients towards local health and social services, with a particular focus on the more complex and higher intensity services. The intervention will not only be limited to immediate care, but will also include the construction of an integrated long-term support path.
The program aims to improve the quality and accessibility of local services, creating a collaborative and participatory governance network, actively involving third sector bodies, which bring specific skills and a strong link with local realities. The objective is to improve the quality and accessibility of services through participatory and collaborative management, promoting the social and health integration of migrants and at the same time strengthening the local support system to combat problems related to labor exploitation.
Third sector bodies interested in participating in the selection must submit their application within 30 days of the publication of the notice in the Official Bulletin of the Puglia Region.
