THE HAGUE – Residents of the Spoorwijk district of The Hague, like the Transvaal district, are faced with high energy bills and faltering heat pumps. Hundreds of rental and owner-occupied homes in Spoorwijk are connected to a collective heat and cold source (ATES). “I feel left to my own devices,” says a resident who wants to remain anonymous. “My children tremble with cold in winter.”
