Stühlingen: Stühlingen wants to invest 4.4 million euros in 2022

In the last meeting, the Stühlingen municipal council discussed the provisional budget and the economic plans of the water supply company and ZIS (Sustainable Infrastructure Stühlingen). Approval of the budget and economic plans is scheduled for January 24th.

A per capita debt of 321 euros was targeted by the end of 2021. This target was undercut with 318 euros. “The municipal council and the administration continue to strive to reduce debt. The per capita debt is to be reduced to 286 euros by the end of 2022, ”explains Accounting Office Manager Joana Carreira.

For the year 2022, Joana Carreira expects a deficit in the earnings budget of 2.5 million euros. The income from the budget will increase by around 500,000 euros to 15.8 million euros compared to the planning for 2021. The reason for this is the additional income from the trade tax of around 600,000 euros. The proceeds from the wood sales of around 500,000 euros also have a positive effect on the income side.

However, the income of 15.8 million is offset by expenses of 18.3 million, which increased by around 800,000 euros compared to the year 2021. The reasons for this are rising costs in the personnel area due to wage increases and higher transfer expenses, such as the Finanzausgleisumlage (FAG-Umlage ) and the district levy.

Investments

4.4 million euros are to be invested in 2022. The focus here is on the development of the “Inneres Zelgle” building area with 750,000 euros, the renovation of the town hall with 500,000 euros and the renovation of Waldshuter Strasse in Eberfingen with 380,000 euros. Maintenance measures for the drainage system in Stühlingen are estimated at 600,000 euros, measures at the pumping station in Blumegg at 500,000 euros. The medium-term financial planning (period from 2023 to 2025) includes commitment appropriations of 6.8 million.

Most of the investments can be financed from the city’s cash and cash equivalents. The head of the accounting office, Joana Carreira, currently expects around 1.6 million euros in grants, 760,000 euros from the sale of building sites and investment grants of around three million euros in the next three years. Borrowing in 2022 is not planned. The debt level of the city of Stühlingen is expected to be around 1.5 million euros by the end of 2022.

The municipal council reached an agreement in which area – school social work or mobile youth work – a full-time or part-time position should be set up. Since the funding opportunities and a quick filling of the position in school social work are more promising, a two-year full-time position is advertised for this.
