‘Studies that Unimagdalena has presented on the POT have shortcomings’: Valledupar Planning

The studies that the University of Magdalena has presented to the Planning Advisory Office of the municipality of Valledupar “they have shortcomings” This was stated by Cecilia Castro, head of this unit, when asked about the partial review and exceptional modification of the Land Management Plan (POT).

“They have been giving us documents that are not to the satisfaction of what we want in the municipality,” Castro stated through the Radio Guatapurí station when asked about the two extensions of the $3,000 million contract.

There are eight studies, among them are: a basic one for the incorporation of risk management in territorial planning; another on the population dynamics of Valledupar; one of risks in four areas of the municipality; a risk and disaster management plan; climate profile and climate change agenda; the financial study of urban charges of the POT and the analysis of the demand for housing.

“We find shortcomings in all the studies that have been presented to us and we return them and tell them that we want them to deliver this to us in a certain way,” explained the adviser.

The Valledupar Mayor’s Office added: “They are handing in their work, but if I, who am the supervisor, with my technical team, do not see the necessary validity for the modification to serve the entire population in terms of urban planning, I cannot accept one of those jobs, hence the extensions.”

Some of the specialized studies were not carried out in the 2015 POT approved by the Valledupar Council. In the case of the document on risks, the University justified inconveniences to access rural areas of the municipality due to the rainy season last year.

THE EXTENSIONS

It is necessary to remember that the initial period for the development of the contract was 5 months, between August and December 2022, but there was an extension until March 2023 and the new addition of time began in April and will last until September.

EL PILÓN has tried, on different occasions, to talk with Jaime Morón, the director of the revision and modification project, but the official does not respond to the concerns of this publishing house.

However, the Planning advisor assured that this week the deliveries that will have to be validated by the Mayor’s Office will close to start the work tables with different sectors, which will also have to give the go-ahead for the products made by the team of the educational institution.
