Goodbye University Health Services (USS) and hello Student Health Services (SSE). These new organizations will appear on January 1st. We explain to you what will change in practice!
A year ago, the government wanted to better coordinate the action of university health services (ESS) with local health professionals. An extensive consultation was then carried out in the presence of student organisations, the Association of Directors of University Health Services (ADSSU), the Conferences of Institutions, the Association of French University Cities (AVUF), the Directorate General of Health, the Interministerial Mission for the Fight against Drugs and Addiction (MILDECA), the Cnous and the National Health Insurance Fund.
Health services for all students
First change: SSUs become Student Health Services (SSE). These services will host all those who continue their studies in higher education, and not only those of the universities. The latter will have access to a medical offer of prevention and treatment. In particular, they will be able to intervene in the areas of mental health, sexual health, addictions or nutritional support for students.
In addition to the national approach, “a specific offer for the territories will also be proposed”, specifies the press release of the Ministry of Higher Education and Research. To find specific problems, “a study of the health needs of the sector” it will be carried out with the Regional Health Agencies and the CPAMs. The Ministry thus hopes to be able to respond in a coordinated and more targeted way to the needs of students.
8.2 million euros
An envelope of 8.2 million euros it has been put on the table by the government for the implementation of this reform. This should allow for “reasonable increase” payroll and a strengthening of operational resources. From now on, students will also have their place in the governance of the SSE. The S “he will thus participate in the construction of the health strategy and the definition of action plan according to the needs of the territory”says the ministry.
This reform was welcomed by France Universities, which brings together the leaders of universities and higher education and research institutions, via a press release. “Reaffirms that health is at the heart of college student life missions”.
