Mayor of Dnipro Borys Filatov noted that the hit was in the center. “The very center of the city. Civilians,” he wrote on Facebook.
He later said that the residential building was hit by an X-22 missile, a weapon designed to destroy aircraft carriers.
“This missile has an inertial guidance system and selects a large object in the open ocean. When a squadron of warships goes, it looks for the largest target – that is, an aircraft carrier,” the mayor of the city explained.
He added that the last time an X-22 hit a huge building on Naberezhnaya Pemiga, 118 in Dnipro, as well as the “Amstor” shopping center in Kremenchuk.
“In any case, using such missiles to attack cities and residential buildings is a deliberate war crime,” Filatov added.
According to him, it is a miracle that the number of victims is not measured in dozens, as during the attack on a residential building in January 2023, when 46 people died in the Dnipro.

Volodymyr Zelenskyi, after Russia’s attack on the Dnipro and the region, called on partners to provide Ukraine with more air defense equipment.
“Every state that provides air defense systems to Ukraine, every leader who helps to convince partners that air defense should now not be in warehouses, but in real cities and communities that are under terrorist attacks, everyone who supports our defense are lifesavers. We must defeat Russian terror,” the president said.
He emphasized that “Russia must be responsible for its terror, and every missile, every “shaheed” must go astray.”
