It’s a twenty nursery and primary schools of the municipality of Saint-Étienne-du-Rouvray (Seine-Maritime) which have been paralyzed for lunchtime, since Monday November 29, 2021. A notice of strike, which runs throughout the month of December, was filed by the animators establishments, which denounce the precariousness of the animation professions.
There are therefore no longer enough of them to provide the lunch service. The disruption not only caught parents off guard, but forced them to organize themselves, and not in the best possible way. “We are forced to lay down for days, because we cannot detach ourselves from our trades, like that, from our midday trades, despairs Audrey, mother of a 6-year-old girl at the Paul-Langevin school. If it lasts the next few weeks, we don’t know how we’re going to do it. “
“If it is necessary to provide the food, I will do it”
It reports previous days without a canteen, in October and November, where cold meals were served in particular. “We don’t pay the canteen to have ready-made sandwiches… But now, I tell myself that if we have to provide food, I will. The leisure centers in the schools are not able to accommodate children on Wednesday December 1st either. Audrey expects the town hall to provide a minimum service: “It was possible even during the Covid period! “
Same dismay with Jennifer. Her 8-year-old daughter goes to the same school, and the family’s daily life is turned upside down. “My husband is going to work earlier than usual to pick up our child. It takes between two and three hours of absence on the midday beach, the time to go and pick up their child, drop them off… Some people miss school in the afternoon. If she says she understands the strikers’ demands, she would like “a lasting solution” to be found with the City. She would also like a listing to be put in place, with all the parents who simply cannot be absent from their jobs during their lunch break.
The deprived municipality
“We even asked that the teachers ensure the supervision of the midday, but the rectorate refused, because it is the responsibility of the municipality, and I understand it”, continues Jennifer. She says she is ready to pay a little more for student meals, provided they are properly supervised in the future. “If we had the possibility of going to pick them up at noon time, we would. There, we juggle, and the children do not understand these back and forths. ”
The first deputy mayor, Anne-Emilie Ravache, is not deaf to parents’ complaints, but does not have the solution. “There should be a number of officers to monitor children safely. However, we do not have the necessary supervising adults under our belt. “Replacing the missing personnel would risk, according to the elected official, to be” badly perceived “by the main concerned, and municipal finances, in fact, do not allow it. Between 2013 and 2021, the operating allocations went from 6 to 3 million euros, “and if we doubled taxes, I’m not sure that parents would appreciate”.
She explains that discussions are continuing with the facilitators. “Our goal is not to stay like this until December 31st. “
