Every Tuesday, the SPKC publishes the latest morbidity rates in local governments on its website. Stricter measures to control Covid-19 must be followed in areas where the 14-day cumulative morbidity per 100,000 population is 50% above the national average. For the new municipalities on the list, the restrictions will take effect on Thursday. In this case – on December 3.
The 14-day cumulative morbidity per 100,000 population in Latvia on December 1 was 503.1 cases.
The former city of Daugavpils, as well as Varakļāni, Salacgrīva, Aknīste, Mārupe and Baldone districts have not been able to get out of this list since November 26.
In Daugavpils the number of cases per 100 000 inhabitants was 894.6, in Varakļāni municipality – 1668.8, in Salacgrīva municipality – 1438.8 cases, in Aknīste municipality – 1324.2, in Mārupe municipality – 644.8, but in Baldone municipality – the number of 14 days cases per 100 000 population was 530.4.
In turn, the 14-day cumulative morbidity per 100,000 population in Ķekava municipality was 586.5 cases, in Auce municipality – 536.3 cases, but in Daugavpils municipality – 511.2 cases.
Meanwhile, in Krāslava, Mālpils, Smiltene, Garkalne, Limbaži and Salaspils districts, the incidence no longer exceeds the set threshold. It was previously explained that the restrictions in all municipalities where they were imposed on November 26 will be in force until the end of the emergency situation or December 6.
The representative of the SPKC Ilze Arāja explained to the agency LETA that currently the special conditions for all the mentioned local governments are valid until the end of the emergency situation – currently until December 6 – regardless of whether the morbidity level has decreased or not. At the same time, she called for following the decisions taken by the government today.
As of 1 December, the 14-day cumulative morbidity per 100,000 population in Krāslava municipality was 416.8 cases, in Mālpils municipality – 477.6, in Smiltene municipality – 66.6, in Garkalne municipality – 479.1, in Limbaži municipality – 374.2, while in Salaspils county – 454.6 cases.
It has already been reported that in municipalities with a higher prevalence of Covid-19, in addition to the precautionary measures already in place at the national level, any kind of face-to-face educational process should be discontinued, except for pre-school education and grades 1-4.
In order to reduce crowds in municipalities with a high prevalence of Covid-19, it has been established that there are no cultural venues, exhibition venues and fairs in the municipalities, as well as that sports activities take place only in the open air. The exception is libraries where books can be picked up.
No private events may take place outside the same household, except for funerals and, in some cases, christening ceremonies. In addition, mouth and nose masks should be used at funerals and baptisms.
It is also stipulated that no more than 50% of the maximum possible vehicle capacity should be provided in urban public transport, as it is difficult to maintain a distance of two meters on buses.
Shops and other points of sale for indoor and outdoor use must ensure that these places do not contain more than 20% of the maximum possible number of people allowed by the infrastructure of the place. In order for people to be able to choose to visit a particular point of sale or service, information should be available at the entrance on how many people can be in a particular place, taking into account 20% occupancy. This condition also applies to trading venues and outdoor markets.
