On February 22 and 23, 2023, the economic capital of Benin hosted a regional workshop on strengthening apprenticeship systems in the informal economy in Africa. For two days, representatives of governments, employers’ and workers’ organizations, artisans’ associations, nearly 200 skills development experts and several partners from some twenty countries deliberated on how to preserve and improve existing apprenticeship systems in the informal economy to promote quality, innovation, economic development, social justice and transitions to formality.

Officially launched by the Minister of Higher Education and Scientific Research, Professor Éléonore YAYI LADÉKAN, surrounded by his colleagues from Secondary, Technical and Vocational Education Kouaro Yves CHABI; Small and Medium Enterprises and Employment Promotion Modeste KEREKOU; of Social Affairs and Microfinance Véronique TOGNIFODÉ, of the Director General of the Agency for the Development of Successful Technical Education AHO, etc., the workshop allowed for in-depth sharing of knowledge and the exchange of experiences.

The comparison of innovative approaches to partnerships between craft and business associations, employers’ and workers’ associations, government representatives and non-governmental actors was also at the center of the discussions during this meeting. high level.

After intense work, several recommendations were made, including the establishment of a quality and attractive apprenticeship program for both young people and companies, which is essential for the necessary transition from informal professional learning towards formality; the creation of a regional exchange hub on improving learning; the introduction of the subject of apprenticeship in the national social dialogue; strengthening dialogue between employers, apprentices and training centres; the placement of apprentices in centers that correspond to their level, etc.

The participants in this workshop unanimously designated Benin as the focal point for learning in Africa.

In his closing speech, Minister Kouaro Yves CHABI congratulated all the participants in the regional workshop for their unfailing involvement and reassured that on the side of the Government of Benin, the recommendations resulting from the work will be the subject of great attention. .

The workshop was jointly organized by ADET, in collaboration with the French Development Agency, the World Bank, the Swiss Development and Cooperation Department, the Network for International Policy and Cooperation in Education and Training and the international labor organization.
