The Bulgarian Irina Bokova has every chance to repeat the success with her election as Director General of UNESCO and in the race for the head of the United Nations. This is what former Irish Minister for European Affairs Dick Roche wrote in an article published by the Stratfor agency.
Bokova meets the requirement for “regional rotation”, but more importantly, she is a woman with a solid work history. Her life experience is a bridge between the East and the West, besides, she has the energy, the qualifications and the necessary contacts with the entire “UN electorate”, notes the author. She is able to cope with the most serious obstacle that the candidates for the post of UN Secretary General face – to win the support of all members of the Security Council.
Bokova knows how to solve explosive political problems, and proof of this is the way she deals with the thorny issues related to the rich heritage of the Middle East.
The author notes that, although it is strange, the biggest competition for Bokova came from another potential Bulgarian candidate – the deputy chairwoman of the EC Kristalina Georgieva. The attempts at a negative campaign, however, instead of harming her, turned out to be an advantage for Bokova, writes Roche. She handled it with dignity and showed that UNESCO’s calm director-general has the steely character to withstand ill-treatment – an important quality for the UN’s top post.
Another factor that tilts the scales in Bokova’s favor is her home country, Roche emphasizes. But there is one thing that could put her at a disadvantage: a self-imposed restriction on not running her own campaign for the UN post. Her motivation for this is impeccable – she does not want to compromise her current post. As other candidates will be actively campaigning, perhaps this strategy should be reconsidered, the author notes, citing an Irish proverb: “A quiet curate never becomes a parish priest.”
