Storting Criticizes Former Ministers for Breaking Salary Guidelines

STORTING (Dagbladet): The Storting’s Control and Constitution Committee decided this spring to open a control case against former ministers Iselin Nybø (V) and Nikolai Astrup (H).

The conclusion became clear yesterday: the committee believes the two have broken the guidelines in the state’s executive pay system. Nybø and Astrup are therefore criticized by the Storting.

– The control committee comes with clear criticism of Nybø and Astrup. It is necessary, because they breached the state’s salary ceiling without ensuring that it became known to the Storting and the public. They deserve criticism for that, says Audun Lysbakken (SV) to Dagbladet.

The background to the case is the appointment of a new director at Eksportfinans Norge. The person concerned was employed at a salary of NOK 2.5 million, NOK 500,000 above the state’s salary ceiling. The Storting received no notification.

Two years brought hefty severance pay



It was SV who took the initiative to open a control case against the two ministers from Erna Solberg’s government.

Astrup and Nybø chose to derogate government employees when hiring, and Lysbakken believes that this is something the Storting should have been told about.

– We believe the salary cap is anchored in the Storting through many years of debate and consideration of proposals on where the cap should be. Then the Solberg government should have understood that exceptions to the salary cap should be made visible in the regulations, treated in an open way and communicated openly about, he says.

According to the former SV leader, the criticism from the Storting against Astrup and Nybø is a clear signal from Løvebakken that the Storting wants to have more control over the salary level at the top of the public sector.

– This position is important because it makes it clear that the Storting wants to be involved in the development of state guidelines for executive pay, and thus a practice is established here that current and future governments must take into account, says Lysbakken.
