SHAWINIGAN. The day after the public session of the Shawinigan municipal council where the $2.8 million loan by-law was adopted for the installation of a pilot unit at the Lac-à-la water treatment plant -Fishing (STELAP), the City gave an update last Wednesday on the work. “We are respecting the schedule for the transitional restart of STELAP”, confirms Mayor Michel Angers.
The City’s objective remains to lift the preventive boil water advisory for the beginning of the summer, either at the end of June or the beginning of July. The boil water advisory remains in effect for the Shawinigan, Shawinigan-Sud, Saint-Gérard-des-Laurentides and Lac-à-la-Tortue sectors.
The mayor was accompanied by general manager Yves Vincent and deputy general manager François St-Onge to give an update to the media.
Mr. Vincent announced that the new membranes arrived earlier, and that the additional equipment should be shipped in mid-May. “As expected, the request for a certificate of authorization (CA) for the temporary wastewater treatment pilot unit has been submitted to the Ministry of the Environment. The CA request is for a period of 3 to 18 months in order to allow STELAP to be put back into operation”, indicates Mr. Vincent.
While working on the process of restarting the station on a temporary basis, city employees are working on an interim waste water treatment plant at the same time.
When authorized by the Ministry, the City’s Board of Directors will allow the average concentration of suspended solids leaving the treatment facilities to not exceed 10 mg per litre, and the City aims instead for an average of 7 mg per litre. The initial monthly limit was 20 mg per litre, and the natural concentration of suspended solids in Perchaude Creek is estimated at 30 mg per litre.
The liquid sludge that will be generated will be evacuated to the Ermitage water treatment plant by tank truck over a period of 4 to 8 weeks. Then they will be treated and dried by the existing STELAP system. A contract worth more than $106,000 was awarded to EBI Envirotech during Tuesday’s public meeting for the transport of sludge. The contract may be renewed each month, for a period of 12 months.
Modification of the schedule of distribution points
The six drinking water distribution points are in service on a regular basis. However, due to the Easter holidays, the opening hours will be modified at the three arenas as well as at the Sainte-Flore park service chalet.

Asked about the population’s use of this water distribution service in six different locations, Deputy Director General François St-Onge pointed out that the use is correct, but nothing more. “Service points are not used to full capacity by citizens, we still have room for manoeuvre. We have the capacity to serve more now, but it is important for us to leave the service in place. »
An average of one hundred people per day per service point is observed by the City.
With the upcoming closure of the arenas, the City will leave the water distribution points outside the Gilles-Bourassa and Center Gervais auto arenas, and will close the Grand-Mère arena point. A cistern will also soon be installed at Pierre-Garceau Park in the Saint-Gérard-des-Laurentides sector.
More than $160,000 donated to organizations
We have also learned that the City has so far donated more than $160,000 to community organizations and residences for the elderly who have made the request and who are helping the most vulnerable people to have water. It should be noted that the private CHSLD Vigie des chutes and 15 private seniors’ residences that are affected by the preventive boil water advisory have received financial assistance.
Non-profit organizations in the territory can always apply for financial assistance from the City.
