This was stated by Ruslan Stefanchuk, Chairman of the Verkhovna Rada, the parliament of Ukraine, during a briefing on the sidelines of the Munich Security Conference, Ukrinform reported.
Ukraine, he noted, perceives Russia as an aggressor power, which applies to both the political and military leadership, as well as for the people. As long as the Russian Federation continues its war against Ukraine and chooses not to capitulate, there is no point in negotiations.
Ukraine will negotiate only after winning the war. These talks will be about compensating for all the damage that the Russian Federation has done to Ukraine, the politician added.
Stefanchuk avoided a direct answer to the question of whether Kiev insists it will not hold talks with Vladimir Putin, saying only that it depends on how the situation develops.

The Chairman of the Verkhovna Rada emphasized that Ukraine outlined its vision in the peace formula proposed by President Volodymyr Zelensky. It defines 10 clear components.
“This formula is simple and fair. It includes all aspects related to achieving peace,” Stefanchuk said.
He added that Ukraine is calling on many nations to support this formula and that some have already done so. Kiev is also calling on individual governments to take over the components of the Formula, depending on who has more experience on certain issues.
“The formula is open. It is important to build together the logic of its application,” emphasized Stefanchuk. This formula is not a theorem, but an axiom.”
The Deputy Chairman of the Security Council of the Russian Federation and former President and Prime Minister of the country Dmitry Medvedev said earlier that he did not see much sense in the agreements between Moscow and Kyiv. Even if such a document can be signed, the next leader of Ukraine will certainly cancel it, he believes.
Medvedev drew attention to the words of Ukrainian President Volodymyr Zelensky that he will not negotiate with Russian President Vladimir Putin.
“It is not new, but there is a nuance about which he was silent yesterday, although he understands it perfectly. He will not have to do any negotiations. He will have to sign what he is told. Although, frankly, the price of this document will not be high. The Minsk agreements signed by the previous treacherous (president),” Medvedev wrote on his Telegram channel.
Medvedev said that in his view, each new leader in Kiev “usually undoes the legacy of his predecessor” and starts his program from scratch.
