State wages, increase in August to stop the flight from disadvantaged sectors: how the pay scale changes, share by gender

The technical term used is “specificity”. The most important thing is more money in the paycheck at the end of the month. Those who receive them, more and more often and outside of negotiations with the unions, are certain categories of public employees who are considered more deserving because of the difficult conditions in which they are working. work From nurses, to police and, now, to administrative staff working in prisons, “special” compensation is becoming an increasingly important element of pay. The last case is just like the case of administrative staff of the Ministry of Justice who work in penal institutions. With a change to the prison order that did not go unnoticed, a “special” allowance of between 100 and 200 euros total per month was introduced starting from January 1 next year, depending on the category they belong to (100 euros for operators , 150 euros for assistants and 200 euros for officials). It will be paid to 3,400 workers who work in penal institutions for thirteen months and is worth much more than the 160 euros (to which this bonus will be added, among other things ) which was guaranteed by the renewal of the employment contract of the Main Activities. that Aran (the Agency dealing with the government) and the unions are negotiating.

THE ROOM

As mentioned, this is not an isolated case. For the security and defense sector, which includes the police, the carabinieri, the financial police, the army, the navy, the air force, the latest budget law has allocated 30 million for this year and the following year, and 36 million starting from 2026. , to fund a “special” allowance for each man and woman in uniform. As a result of these additional resources that will be added to the contractual increases, according to the calculations of the Civil Service Department, starting from next year, workers in the Defense and Security sector will receive an average of 195 euros more each month of the paychecks. But workers in the health care sector also benefited from “summer” raises. Already in last year’s budget law the government had increased the “special” allowance for nurses, effectively doubling it from 100 to 200 euros per month. With the June decree on the elimination of waiting lists, a “flat fee” of 15 percent on overtime for doctors and nurses was also introduced. At the end of July the Treasury issued an operational circular which allows you to benefit immediately from the tax relief. These are measures through which the government tries to reduce the problems faced by some sectors of the public administration. The case of the nurses is the most famous and the most surprising. According to the Court of Auditors, they are too small, at least 65 thousand are missing, and it is very difficult to find them, so much so that several departments turn abroad, from Cuba to the India. The problem also keeps those in service, attracted more and more by more advantageous economic offers and better living conditions in foreign countries, but other sectors are also suffering. And among that is true justice. The shortage of staff in the courts is now considered extraordinary.

THE ISLAND

The average shortages are around 30 percent, meaning that one worker out of three is missing. At the opening of the judicial year, several Presidents of the Courts of Appeal raised a cry of alarm, showing how even those who were in service are looking for a way out, participating more and more often often in public competitions announced by other administrations, to start. by the Finance Agency and INPS. For now, as mentioned, the government is trying to stop the “escape” from some public positions by introducing some spot increases or tax breaks as nursing issues. This is an understandable strategy from a financial perspective. Increasing the salaries of a few tens of thousands of public employees costs a few tens of millions of euros. A general increase of even just 0.5 percent extended to public employees would cost billions of euros. But it is a strategy that partly risks creating discontent within the administrations themselves. The unions, for example, are already demanding that the increase of up to 200 euros guaranteed to prison workers be extended to justice workers. It may be another point, though. Even more than a salary increase, the demand coming from the public sector is an extraordinary recruitment plan, from justice to hospitals, which goes beyond replacing workers who are ‘retirement is simple and allows to reduce workload and improve living conditions.
