State of emergency declared in California over winter storm | Abroad

A state of emergency has been declared in California due to a severe winter storm that will sweep through the US state on Wednesday and Thursday (local time). Heavy rain and snow are expected along with strong gusts of wind. In several towns in upstate, residents have been called to evacuate.
