State budget 2025, state budget | The government is reducing the electricity subsidy and taking historically high dividends from Statnett

The period of low electricity prices seems to be over. Last week, the price was up to two kroner again.

In the state budget for 2025, it seems that the electricity subsidy will continue, but the price of electricity will have to be even higher before the subsidy starts.

From the new year, the government wants the contribution point to be increased from 91.25 to 93.75 øre (73 to 75 øre before VAT).

It will still be true that the electricity subsidy will cover 90 percent of the price above this level.

The government has also announced that they will change the electricity tax. The standard rate has been increased from 20.55 to 21.16 øre per kWh.

At the same time, the Government makes it clear that they intend to take a higher share out of Statnett.

This happens at the same time that an increase in costs at Statnett is the most important explanation for the two why the net rent has increased recently – and why should it increase in the future.

The government plans to issue NOK 1,660 million in shares from the company in next year’s state budget – which is more than double from the previous year.

  • 2022: 296 million

– A dividend policy of 50 percent is assumed. For the financial year 2024, a share of 50 percent of the profit after tax, adjusted for changes in income increase/decrease, will be NOK 1,660 million based on the latest profit estimate (NOK 3,320 million). A final decision on the share will be made at the meeting in the spring of 2025 based on the actual results for 2024, Finance Minister Trygve Slagsvold Vedum writes in the budget.

According to the business website European power The share that the state now takes is NOK 490 per electricity meter in Norway.

Less benefit from Statkraft

The increased dividend from Statnett partially compensates for Statkraft making less money.

In total, the State plans to extract NOK 9,619 million from Norway’s largest electricity producer.

– The share will be based on Statkraft’s results for the financial year 2024. It is based on shares in line with the government’s long-term share expectations for the company of 85 percent share of the share from Norwegian hydropower activities and shares of 15 per a hundred share from the company’s other activities.
