The Parliament adopted the framework of the state budget for 2024 in the second reading. The pledged revenues, benefits and donations in the state budget for 2024 are a total of 43,406,519,700. Tax revenues are expected to be a total of BGN 38,116,002,000, of which from corporate tax – nearly BGN 6 billion. The estimated revenues from value added tax are BGN 18,626,102,000.

The planned costs are in the amount of BGN 23,659,736,900, while the current costs are BGN 20,092,397,200, including BGN 9,773,008,900 for personnel.
The planned capital transfers amount to BGN 15,880,000.
Budget relations, transfers (net) are in the amount of 25,508,142,500, including budget transfers to municipalities – nearly BGN 8 billion.
The contribution to the general budget of the EU is BGN 2,271,071,700.
The budget balance is negative and amounts to BGN 8,032,431,400.
BGN 100,962,700 has been earmarked for activities under the Strategy for the Development of Scientific Research and the National Road Map. In the field of “education” to increase interest and increase the extracurricular activities guaranteed for every student, for additional support for sports, recreation and culture are planned 25,302,600 BGN.

BGN 16,700,000 has been earmarked for raising the standard of nursery and full-day groups in kindergartens and schools, and for increasing the salaries of assistant educators.
BGN 10,000,000 has been earmarked to compensate for the costs of raising children who are not accepted due to the lack of places in state and municipal kindergartens and schools.
BGN 39,000,000 has been earmarked for additional funding to increase the remuneration of the academic staff in state higher education institutions, BGN 10 million in the Bulgarian Academy of Sciences, and BGN 3 million in the Agricultural Academy.
For the establishment of the Stefan Stambolov Fund National Program with the aim of improving the economic development of the country by ensuring access of Bulgarian citizens with proven potential to education in leading foreign higher education institutions, as well as the subsequent application of their experience in Bulgaria, 5 million BGN.
Budget 2024: How the state’s money will be distributed and what the priorities are
An additional BGN 68 million is allocated for culture, of which BGN 30 million for performing arts, BGN 2.5 million for a program of the Ministry of Culture – “Communities”. BGN 4 million is earmarked for Bulgarian cultural institutes abroad and international activities, including BGN 1 million in the Republic of North Macedonia.
BGN 7 million has been earmarked for activities related to the state border, including repairs and upgrades and for a radio-location system. In the field of defense, BGN 40 million has been earmarked for the acquisition of ammunition and fuel for combat training.
In the sphere of social policy, BGN 500,000 has been earmarked for the operation of a rehabilitation center for children with oncohematological diseases in the village of Opitsvet, municipality of Kostinbrod – through a transfer to the municipality’s budget.
BGN 352,850,000 has been earmarked for overcoming disparities in staff remuneration in budgetary organizations, including for increasing staff remuneration, of which BGN 32,000,000 for the municipal administration.
With 158 votes “for”, 49 – “against” and three abstentions, the deputies accepted a proposal by Pavela Mitova from “There is such a people” and a group of people’s representatives for the creation of a pilot program for the introduction of reproductive genetic screening for carriers. Finance Minister Asen Vasilev stated that if the Ministry of Health supports this proposal, they will find funds to finance it. BGN 2.420 million is planned for the financing of the program.
