From April 1, Kazakhstan will introduce the mandatory issuance of accompanying waybills for goods (CNT) in mutual trade with the EAEU countries. This was announced by the director of the administration department of the State Revenue Committee of the Ministry of Finance Kadyr Ismagulov.
According to him, this measure is being introduced to reduce the shadow turnover and eliminate tax losses. Since December 2020, this project has been piloted on a voluntary basis. The system allows to automate the process of control over the movement of goods across the border, he said.
“The issuance of SNT is provided in electronic form before crossing the border (using an electronic digital signature), which excludes the possibility of issuing documents for nominees, fictitious recipients and senders of goods, bankrupts, liquidated persons, etc. Thus, the implemented system,” Mr. Ismagulov told RIA Novosti.
The media wrote that Kazakhstan, with the help of this innovation, wants to demonstrate that the country complies with the restrictions imposed by Western countries against Russia. A Financial Times source in the government of Kazakhstan said that the new system would track the entire chain of movement of goods across the border of the republic in real time.
Kazakhstan, together with Russia, is a member of the Eurasian Economic Union, within which goods move without customs control. Reuters sources said that in recent weeks, Russian companies have been more actively asking Kazakh partners to help them bypass Western sanctions and import needed goods.
