As a prelude to the 23th Summit of ECCAS Heads of State on 1is July, a meeting of experts has been taking place since Tuesday, June 20, 2023, for work on the new institutional reform of the Economic Community of Central African States.
The technical experts gathered in Gabon are submitted to draft texts for the establishment of ECCAS institutions. We note the internal regulations of the organs and institutions of the community; the protocols annexed to the revised ECCAS treaty relating to the Parliament, the Court of Justice and the Court of Auditors of the Community, the implementing texts of the revised ECCAS financial regulations, relating to budgetary and accounting rules and, to the general accounting and the general chart of accounts of ECCAS.
Indeed, the work which will extend from June 20 to 25 ” are part of the continuity of the process of institutional reform of ECCAS initiated eight years ago under the presidency of the Gabonese Republic“, underlined the representative of the Minister of Foreign Affairs, the Commissioner General for Integration, Placide Olouba, through the Gabon Review site. There is also talk of reviewing the political and security situation in the region in the first half of 2023.”It is particularly important to ensure the consistency of the application texts with the basic texts, in order to avoid conflicting rules and ultimately facilitate their application.“, instructs Placide Olouba.
After this technical work of the experts will follow from June 26 to 28, 2023, the meetings of the interstate committees and the permanent representatives. And then the ECCAS Council of Ministers, on June 28, with a view to “take up the challenge of financing the community to accelerate the process of integration of the Central African region and support the implementation of its institutional reform“. And finally the 1is July will be the face-to-face meeting of Heads of State.
