On the first pass Starfield most likely we will not find the best options for solving missions. At least that’s what senior quest designer Will Shen thinks.
In a new interview published by Bethesdathe developer explained how the mission design is inspired by classic RPG roots:

Lots of dialogue options

Character skill references

References to the character’s backstory

Combat and non-combat actions
All this will fit into a system that indicates where to move for the sake of certain stories that the player wants to see.
Shen added that the level of replay value will be huge due to the choice and the impact on the world:
Choice is an important element in world design. Both the player’s choice, and the actions of people and the world as a whole in response. When I write something, I think: ok, the player did this, how will his supporters and enemies react? What are the best things they can do? If they can’t, then why? There will always be a better option to skip, but if it makes sense from a gameplay perspective, I hope you get an idea of how the story reacts to your actions.
Release dates Starfield not yet, but the game will be released in 2023 on PC and Xbox Series.
