Stanimir Mihailov Elected as Head of the NHIF Amidst Controversy and Opposition

137 deputies voted “for”, 46 were “against” and 46 abstained for the only candidacy

Stanimir Mihailov is the new head of the NHIF. His election took place half an hour after midnight, and despite the attacks from GERB, Boyko Borisov’s people supported his candidacy. 137 deputies voted “for”, 46 were “against”, and 46 abstained. Mihailov received the support of all present from GERB, DPS and PP-DB. Only one MP from BSP was in the hall and was “against”. All from ITN and 34 from “Vazrazhdane” were against, but one of Kostadin Kostadinov’s people was still “for”.

It took an hour for the dialogue and the vote on the election of a new head of the NHIF before the debates were stopped and the floor was given to the only candidate, Stanimir Mihailov.

Toshko Yordanov from ITN tried to block the procedure by pointing out that the report on the presentation of the candidate for the head of the NHIF should be presented to the deputies no later than 72 hours before the vote. The report was submitted on Wednesday at 8:58 a.m. Time runs out on Saturday at 8:58 a.m., the deputy insisted. And he warned that because of this the election could be disputed. ITN continued with the questions to Mihailov, especially about the ownership of “Balkan Credit”.

“Vazrazhdane” were also outraged by the violation of the rules. The party is also not satisfied with the answers they received from the only candidate during the department committee meeting.

However, the PP stated that the questions were not about Mihailov’s professional qualities. He had “brilliant professional qualifications” and had proven that he could manage.

Mihailov stated that in recent weeks there were false publications about him, that is why he made a special appeal. As I am convinced of my morals, I do not intend to take any further stand, he declared.

Even before the vote, however, it became clear that the vote would not be without scandals, as GERB representatives expressed objections. On Thursday evening, hours before the debate in the parliament, the former health minister Kostadin Angelov, who is now an MP from GERB-SDS, announced that the candidate for the governor of the National Health Insurance Institute, Stanimir Mihailov, had not submitted 3 documents to the DANS within the legal deadline.

A few days ago, DANS sent an official letter to Kostadinov as the chairman of the health commission, in which he stated that the agency had not received a declaration regarding the actual owner of “Balkan Credit” JSC.

In his opinion on the matter, Mihailov states that “there was never any intention, desire or meaning” to cover up the shareholders of “Balkan Credit” JSC. “The company has an accountant and a lawyer. They have always moved these administrative procedures forward. I have already terminated my participation in the company, but if there is an administrative violation, the company will bear the corresponding administrative responsibility. But I declare that the company has never carried out activities in violation of the law, there were no transactions that would fall under the scope of ZMIP”, writes Mihailov. Along with “Balkan Credit” other question marks appeared.

Stanimir Mihailov was the only candidate for the chairmanship of the NHIF. His nomination came from PP-DB and was actually part of the second procedure for choosing the head of the health fund. At the first, there were three applications. However, Vazrazhdane nominee Todor Hinov and GERB-SDS candidate Ivanka Dineva withdrew. So then the only candidate left was Prof. Zheni Staykova, nominated by “BSP for Bulgaria”. However, she did not gather the necessary parliamentary support during the vote in the parliament.

After the vote, Nikola Minchev from PP took the floor to note that this is the second difficult plenary day and “we will hardly do the best work”. He suggested the termination of the meeting and thus the hearing of Asen Vasilev and the head of the National Security Agency, as well as the first reading of the Law on Narcotics, were dropped. Toshko Yordanov ironized the situation. “Colleagues, where did you go, yesterday by 6 o’clock, let’s finish, let’s exhaust the agenda by the end,” he declared.

The head of the National Assembly, Rosen Zhelyazkov, joked that before announcing the result of the vote to end the session, he would ask for 10 minutes for a presiding council.

Thank you for your work, I am closing the meeting, said Zhelyazkov, dismissing the deputies until autumn.
