Former Secretary of the Ministry of BUMN Said Didu said BUMN Minister Erick Thohir would harvest the harvest project stalled. With this project, there are three expenses to be borne at once, namely operating expenses, debt and depreciation.
Responding to this, Arya Sinulingga, Special Staff of the Minister of BUMN, said that the assignment provided great benefits for the community. The assignment is like building toll roads in a number of parts of Indonesia.
“What does that mean? What the government is doing is the right step if we don’t have good infrastructure,” he told detikcom, Friday (8/4/2021).
He said the government had formed a Sovereign Wealth Fund (SWF). Through SWF, investment will enter and become additional funds for BUMN Karya.
According to Arya, BUMN works such as PT PP (Persero) Tbk, PT Hutama Karya (Persero), PT Wijaya Karya (Persero) Tbk, PT Adhi Karya (Persero) Tbk are quite healthy. Especially for PT Waskita Karya (Persero) Tbk, its performance was actually affected by the toll divestment which was delayed due to the pandemic.
“But we are sure this year will have a good impact on the entry of investors to Waskita, including through the SWF or INA,” he explained.
Said Didu previously explained the cause of the depressed performance of BUMN Karya. He said, one of the reasons was because BUMN was working on it project-projects that are not economically viable.
Said Didu said that according to the BUMN Law, if the government assigns assignments to BUMN and it is not economically feasible, the government must bear the costs plus a margin. The government has worked well because it provided state equity participation (PMN) in 2016-2017. However, after that PMN was not granted so that BUMN continued their work by seeking debt.
“If the debt I am sure is due to the margin, the average net margin of construction services is 4 percent of the net margin, so if you take a debt with an interest of 11-12 percent, you will definitely lose because the net margin is very low,” he said.
This means that BUMN construction work and infrastructure management cannot cover this burden.
