Madrid. The Spanish Congress of Deputies approved by 177 votes in favor against 164 against, a non-legislative proposal in which the opposition leader Edmundo González, who landed in Madrid last Monday as a political asylum seeker, is recognized as the “elected and legitimate” president of Venezuela. The ruling Spanish Socialist Workers’ Party (PSOE) voted against, as did its left-wing allies, but they could not stop the majority of the right-wing parties, led by the Popular Party (PP), which had the unexpected support of the Basque Nationalist Party (PNV), an ally of the government coalition.
After two days of heated, acrimonious debate, which included a large delegation of the Venezuelan opposition living in Madrid, including the daughter of Edmundo González himself, Carolina, the PP finally added to its cause the extreme right of Vox, the PNV, Coalición Canaria (CC) and Unión del Pueblo Navarro (UPN). The proposal is a recommendation for the Spanish Executive, presided over by the socialist Pedro Sánchez, to recognize the “legitimacy” of González as Venezuelan leader, which President Sánchez has no obligation to assume as his own, once the country’s foreign policy is defined and developed by the government. Therefore, the pronouncement of the Spanish Parliament is a symbolic issue.
The Socialists, who had announced the day before that they would not vote for the motion, finally decided to do so and vote against the initiative, as did their left-wing parliamentary partners, including Sumar, EH-Bildu, Bloque Nacionalista Galego (BNG), Esquerra Republicana de Catalunya (ERC) and Podemos, who called González Urrutia “ultra-right” and defended the validity of Venezuelan electoral institutions.
