The decree was announced after a meeting between the Ministry of Health and representatives of the regions in the country that control their health systems.

“After the pandemic, we learned,” said Spanish Health Minister Monica Garcia after the meeting. “We thought hard about the introduction of masks because we have to protect the health centers, the hospitals, the patients and the health professionals above all,” Garcia added.
Wearing masks is “a measure which is effective, supported by common sense and scientific evidence and which is welcomed by the majority of the population”, the Minister of Health categorically stated.
