The Council of Ministers approved this Tuesday the II National Universal Accessibility Plan 2023-2032, which recognizes that universal accessibility is a condition that all environments, products, goods and services must meet so that they can be used and enjoyed by all people. . It has a budget of 93,467,014 euros.
Its preparation and approval is mandated by Law 6/2022, of March 31, amending the Consolidated Text of the General Law on the rights of persons with disabilities and their social inclusion, approved by Royal Legislative Decree 1/2013, of November 29, to establish and regulate cognitive accessibility and its requirements and application conditions.
The Plan, as reported by the Ministry of Social Rights, is deployed in six strategic axes, each of which is intended for a different thematic area: firm commitment and visibility of universal accessibility in the Government of Spain; organization and systematization of the transversal management of universal accessibility; promotion of multilevel governance in the Public Administration; reinforce the regulatory framework on universal accessibility and promote its compliance; promote innovation and knowledge management in terms of universal accessibility; and advance in the effective implementation of universal accessibility in environments, products, goods and services.
Due to its broad spectrum of action, it will not only favor people with disabilities but also all those whose life circumstances, temporary or permanent, may benefit from more accessible environments. Such is the case of people with some functional limitation, such as the elderly, children, pregnant women, people with temporary injuries, foreigners, people who carry baby carriages or suitcases, etc.
The Plan will have a three-year follow-up that will serve to evaluate the progress in the implementation of the measures collected.
Its assigned budget reaches 93,467,014.51 euros and also entails the creation of the Inter-ministerial Commission for the incorporation of social criteria in public procurement that will promote the promotion of socially responsible public procurement. Said commission will be made up of representatives of all the ministerial departments and of certain autonomous bodies, of the Economic and Social Council, and of civil society, coming from both the National Council on Disability and the Commission for Civil Dialogue and the most representative trade unions. , at the state level, within the General State Administration.
