According to the special committee, the group in question is a non-profit corporation registered as an affiliated organization of the National Assembly Secretariat in September 2019. The first chairman was Park Soo-hyun, who served as senior secretary for public communication at Cheong Wa Dae during the Moon Jae-in administration. Park served as head of the National Assembly Speaker’s Secretariat until June 2019, just before the group was established.
The special committee pointed out that although the group in question had no connection with UN-Habitat, it advertised as if it were an affiliated organization and received donations. Ha said, “Although it has nothing to do with UN-Habitat, a UN agency, in the process of collecting donations, we announced that we belonged to UN-Habitat and used the UN-Habitat logo without permission.” He explained that there are no separate national committees for each country in the world.
“At the time the organization was launched, former President Moon Jae-in sent a congratulatory telegram, saying, ‘The first national commission for UN-Habitat has been established in South Korea.’ President Moon was also deceived.”
The special committee also released the official reply that the Ministry of Land, Infrastructure and Transport received from the UN-Habitat headquarters last month. The response included the following: ▲We do not support or endorse any civil society or non-governmental organization representing UN-HABITAT, ▲We demand the immediate cessation of unauthorized use of the UN-HABITAT logo. Rep. Ha called for the cancellation of the organization in question, the return of donations, and the cancellation of the designated donation organization.
The special committee also claimed that the KCTU received a total of 43.7 billion won in government subsidies for five years from 2018 to last year. According to materials distributed by the special committee, about 38.9 billion won (89%) of that amount was paid for operating welfare facilities such as worker welfare centers on consignment. 3.1 billion won (7%) was used to support facilities such as the labor union office, and the remaining 1.7 billion won (4%) was used to support friendship and solidarity, such as sports competitions and training of union executives.
The special committee demanded the complete abolition of subsidies to the KCTU, but also requested the Ministry of Government Security to monitor inappropriate subsidies by local governments.
Rep. Ha said, “The KCTU is the group that conducts the most illegal and violent demonstrations and is an anti-public interest group. We should thoroughly monitor inappropriate subsidy payments by local governments.”
