Awhen we thought the case heard when in December 2019, the Minister of Health Agnès Buzyn sent a letter to the elected officials of South-Aveyron confirming the state’s agreement for the creation of the median hospital in the town of Saint-Georges-de-Luzençon, things have since evolved.

While in Millau some would see the creation of the common hospital in Millau, on the current site of Puits-de-Calès, others are in favor of a median hospital (understand, located between Millau and Saint-Affrique )… But on the Larzac plateau. It is not a novelty in itself, but this study group, the doctors Alain Vernier, Bernard Arnould and Daniel Michelutti at the head, this morning held a press conference, just to put pressure on a few weeks before the departmental elections.

30 years of procrastination

As a preamble, the Dr Michelutti gave a brief history of thirty years of difficulties and an aborted marriage between the hospitals of Millau and Saint-Affrique.

Yves Malric (mayor of La Bastide-Pradines), Michel Vimini (mayor of Villefranche-de-Panat), Bernard Sirgue (mayor of Roquefort-sur-Soulzon) and doctors Daniel Michelutti, Bernard Arnould, Elsa Escriba, Alain Vernier, this morning at La Bastide-Pradines.

30 years of procrastination from which it would result, according to Dr Michelutti who quotes the Muppy report of 2018, ” a leakage rate of 46% to Albi, Rodez, Montpellier… for the south of Aveyron in medicine-surgery-obstetrics, and an annual financial deficit of 5.3 M € in Millau and 1.5 M € in Saint-Affrique. »

« The overall deficit (operation + unpaid contributions) is € 69 million at Millau to which must be added the deficit at Saint-Affrique, adds Daniel Michelutti. The whole thing can be compared to the 55 M € needed to build the median hospital. »

Worse, we would witness the installation of a ” vicious circle » intrahospitalier « by cascading difficulties in recruiting hospital doctors and patients “, Which would increase the budget deficit” itself harmful to medical recruitment »…

“A central position of the median hospital”

Feeling the tide a little turn with the emergence of a solution which would consist in maintaining ” two mirror hospitals and the surgical concentration on Millau, which have reached their limits », Doctor Alain Vernier brings out the letter from Agnès Buzyn, favorable to the creation of a median hospital in Saint-Georges-de-Luzençon, and the stopwatch.

Alain Vernier does not budge, “Beaumescure is the best site for the median hospital”.

And to argue: ” The relative weakness of the population of southern Aveyron imposes compliance with two conditions to make these two figures compatible and therefore attractive fixed hospital stations): a central position of the median hospital so that accessibility is equitable to promote the arrival of each of the 75,000 inhabitants. But also good accessibility to the Montpellier University Hospital to allow alternating, by reinforcement, four specialists on an on-call duty even if the population allows only two or three fixed positions in certain specialties. This proximity will also facilitate patient transfers and advanced consultations. »

A “trans Larzac expressway” to go to the hospital?

« At this stage, our study group favors first the choice of location, and then the choice of the medical project, because the feasibility of the medical project depends on the location of the hospital. Ignoring this element is a factor of failure », Affirms Alain Vernier. And according to him and his study group, the best choice is neither Luzençon nor Ségonac (also mentioned site, Editor’s note), but the Beaumescure site, on the Larzac, in contact with the interchange n ° 46 of the A75, ” which best combines the two requirements of a central position in South Aveyron and quick access to Montpellier. »

The route of the “trans larzac expressway”.

« We consider it appropriate to offer Beaumescure, because it has access times from the two towns identical to those of Luzençon which had been accepted by the steering committee in early 2020 (with the two former mayors), i.e. 21 ‘from Saint- Affrique and 15 ‘from Millau “. « This site is 55 ‘from Montpellier while Luzençon, Ségonac or Millau are at 1h12’ and Saint-Affrique at 1h17 ‘ », He continues, underlining also the interest in terms of time for the inhabitants of Sévérac, Lévézou and of course those of Larzac. ” The Saint-Affrique basin won nothing, nor lost anything with Beaumescure compared to Luzençon, but gained 10 ‘compared to Millau. “Comparing to the current situation, it will take 21 ‘more for the Saint-Affricain compared to the CH Saint-Affrique (but 10’ less compared to the CH Millau), and 10 ‘more for the Millavois from the center – city compared to the CH of Millau, by the viaduct or the “expressway trans Larzac”.

The Beaumescure site is 18 hectares of communal land (La Bastides-Pradines), near exit 46 of the A75.

A long list of supporters … where the Millavois shine by their absence

The study group in favor of the median hospital on the Beaumescure site has a plethora of supporters behind it. As for the doctors, the two presidents of the medical commission, Doctors Jacob (Millau) and Zouani (Saint-Affrique), are signatories of a declaration entitled: ” Need for the median hospital in South Aveyron – Clear superiority of the Beaumescure site since the existence of the Millau Viaduct ».

A good number of liberal doctors have also signed, most of them from Saint-Affricain, but also a few from Millau (Dr Barthès, Dilas-Morel, Jarrige, Joulié, Santos, Taurines).

On the side of elected officials, this document would have been signed by Senator Jean-Claude Luche, the mayor of Saint-Affrique Sébastien David, the president of the Parc des Grands Causses Richard Fiol … but also the mayors of Sévérac, Roquefort, Saint-Rome- de-Cernon.

According to figures from Alain Vernier, the elected representatives representing 98% of the inhabitants of the Saint-Affrique – Roquefort – 7 Vallons community of municipalities are signatories, but also those of 80% of the population of the Monts, Rance and Rougier community of municipalities. , those of 67% of the population of the Community of municipalities Larzac-Vallées…

The elected representatives of the Millau – Grands Causses community of municipalities have not yet been met … ” But nothing prevents them from joining us … “, Smiles Alain Vernier, admitting that” the only thing blocking is Millau. »
