South Africa has provided diplomatic cover to foreign leaders, including Russian President Vladimir Putin, who are coming to participate in events related to the Cape Town BRICS Summit. This will protect them from arrest and detention. The order in this regard was published in the gazette on Monday. The International Criminal Court (ICC) issued a warrant for Putin’s arrest in March. Accordingly, South Africa, an ICC member, is bound to arrest Putin upon his arrival in the country. South Africa, the current BRICS leader, could prevent Putin’s arrest by providing diplomatic cover.
