Sostegni bis decree, car incentives on used vehicles up to 25 thousand euros

It has been talked about for years, but it is only now: the conversion law of the Sostegni-bis decree has extended the car incentives also to used models. Provided that you scrap one that is at least ten years old and that you buy a Euro 6 that is worth no more than 25 thousand euros and emits no more than 160 g / km of CO2, even if the most substantial bonus (2,000 euros) is reserved to electric and plug-in hybrids (a small minority in used cars). For the most popular models, the state contribution drops to € 1,000 or € 750, depending on the case (see the sheet on the right). And, above all, there are still doubts about the practical application.

Platform operational since September

Thus the rule (article 73-quinquies of Legislative Decree 73/2021) has been in force since 25 July, so all purchases made from that date have the right to be facilitated. But the IT platform to book the bonus must be made from scratch and will not be operational before September. The risk is that the click day effect seen a year ago for the new incentives will be repeated: on the start day, many contracts accumulated in recent weeks could be concentrated, leading to a quick exhaustion of the 40 million available.

In the “average” scenario (in which all beneficiaries would be entitled to 1,000 euros), the dowry would be enough for just 40,000 contracts. In theory, if funds remain (or there is a refinancing), all purchases made by December 31st are eligible (the date of the contract would prevail).

The conditions

Beneficiaries can only be natural persons who purchase a used M1 category vehicle (in practice, a car) in Italy, with an anti-pollution standard of not less than Euro 6 and climate-altering emissions (CO2) within 160 g / km (assumed authentic the registration certificate, therefore it would not count with which cycle this value was measured).

The car must be of first registration in Italy, therefore parallel imports and those whose first owner was resident abroad are excluded. Also excluded are those already purchased new with the incentives in force since March 2019 (those for cars that emit up to 60 g / km of CO2, basically electric and plug-in hybrids) or with those provided this year for cars that emit 61 to 135 g / km.
