Some Ukrainians will be left without pensions: who will be deprived of payments in 2022

In Ukraine, from January 2022, the next stage of increasing requirements for receiving a pension at 60 will take place. As a result, some Ukrainians will be left without payments.

This is stated in the law on “Compulsory State Pension Insurance”. The seniority requirements will increase by 12 months. Anyone who does not fulfill the conditions will have to work until the age of 63 or 65:

  • at 60, those who have 29 or more years of experience will retire;

  • at 63, those with 19 to 29 years of experience will retire;

  • at 65, those with 15 to 19 years of experience will retire.

It is worth noting that seniority began to be strictly taken into account only from the beginning of the 2000s, before that work books could lie in non-working enterprises, and seniority was taken into account.

Some years ago IMF insisted on raising the retirement age for Ukrainians. There is a logic in this proposal: taxes of employees do not cover the cost of providing payments. The retirement age in Ukraine is one of the lowest in Europe. Even neighboring Russia and Belarus decided to tighten the rules. Eight years ago, the UN recommended that countries gradually raise the retirement age to 65 years.

There are several reasons for this:

  • life expectancy is increasing in all countries;

  • Ukrainians who have reached their 60th birthday are still able to work and can continue to build their careers;

  • fertility is falling in all developed and developing countries, people under 60 are becoming fewer and fewer;

  • raising the retirement age will reduce the number of pensioners.

Even under the Cabinet of Ministers of Volodymyr Groisman, Ukraine managed to come to an agreement with the creditor: instead of raising the retirement age, they introduced a “flexible corridor” of the retirement age. The right to receive payment on time is tied to seniority, if there is not enough seniority, you will have to work up to 63 or 65 years.
