An official from the city of Seoul emphasized that “basically, illegal assemblies are blocked at the source,” and “we will strictly respond to illegal assemblies through accusations.” In the event of violating the ban on assembly, a fine of not more than 3 million won is required according to the Infectious Disease Prevention Act.

In addition, the Seoul Metropolitan Government installed fences in the Seoul Plaza and guided the quarantine regulations to the assembly groups. Depending on the situation, it is also planning to control subway exits and bypass city buses.
