SNCI warns that two addendums to the central highway contract, which involves a questioned French company, have not been made known

The National Construction and Infrastructure Society (SNCI) issued a statement following the recent revelation that the French company Egis Eau SAS, in charge of the new central highway by government-to-government agreement between Peru and France, was deactivated by the Bank. World Bank and the Inter-American Development Bank for being involved in acts of corruption in Panama, India, Algeria and Gabon.

The new central highway will represent the largest investment project in the history of the country, which will exceed S/.24 billion.

The State-to-State Contract was signed on May 27, 2021. The SNCI warns that so far “it has had five addendums of which only two are visible (the last two), as can be seen on the web portal www. seace.gob.pe, a fact that generates little transparency, an elementary principle in any contract, regardless of the modality in which the State intervenes as a party, and resources of all Peruvians are executed.

As can be seen, the main contract by the Peruvian State is signed by the Executive Director of the Special National Transportation Infrastructure Project – Provias Nacional (PVN), who receives powers from the Minister of Transportation and Communications; and on behalf of the French government, the representative of the company EGIS VILLES ET TRANSPORTS, in this case its Director in Peru and Colombia, who acts by designation of the Minister of Europe and Foreign Affairs. In the five addendums, increases in the cost of services in favor of EGIS are observed.

“From the National Society of Construction and Infrastructure – SNCI we observe with great concern the information disseminated through various media, regarding the fact that the company EGIS would have acknowledged in other countries having committed illegal acts to obtain contracts in its favor, even being disqualified by the Inter-American Development Bank – IDB for up to three years from being subject to contracting through its mechanisms,” the union statement warns.

“Unfortunately, one of the big problems facing the infrastructure sector is corruption, which is why from our union we categorically reject any act that does not guarantee transparency and good practices in any process of execution of public works, especially when it comes to the most important to be executed in the history of our country.”

The statement calls on the Ministry of Transportation and Communications to inform the public of the following: “1. The reasons that allowed us to estimate an initial investment of S/. 11.5 billion in the execution of the project, a figure that they now report would increase to S/. 24 billion approximately. 2. Make known whether evaluation criteria were established at the time that would allow us to know the background of the Company that would be awarded, after the evaluation by the Evaluation Committee designated by Provias Nacional, made up of six members from said institution and that “They evaluated the best technical proposals presented by the bidding governments.”

That is, how the gigantic jump in the budget is justified and whether the company was made to sign a statement in which it claims not to have been involved in acts of corruption. Information, otherwise, quite basic.
