SNAPS wishes you a very happy new year 2021 and welcomes the creation of the educational center. This is the culmination of an 8-year mandate to get us out of Departmental Interministerial Directorates and social ministries, a vital mandate.
Our rapprochement with National Education brings a new dynamic. The educational dimension of our missions must take on new meaning.
With the General Secretariat of the Ministry of National Education, SNAPS has already obtained satisfaction on several points:
- maintaining all of our status and working methods,
- return to an annual body movement for mutations,
- deletion of the annual opinion of directors in the scale for access to hors-classe,
- no budget reduction in staff between 2020 and 2021 for FTEs transferred to the National Education BOP,
- maintenance of Sports Technical Advisors as State executives with assignment in DRAJES, etc.
All is not perfect in this transfer, but we are working on it and relations with the General Secretariat of the Ministry of National Education are satisfactory. We are making progress in taking the Youth & Sports sector into account in local social dialogue bodies. We will benefit from less social action and there may be losses; it is regrettable. The control of the prefects on sports missions remains a problem while their educational dimension must be better taken into account. The SNU poses a risk to our missions, but this was already the case within social ministries. SNAPS remains vigilant on these subjects. Read more
