Ambon Mayor Richard Louhennapessy (RL) was named a suspect in bribery in a minimarket construction permit. The KPK revealed that the case started with Alfamidi Amri’s employee who actively communicated with Richard Louhennapessy to request a permit for the construction of a minimarket.
To note, Richard Louhennapessy, who served as Mayor of Ambon City for the period 2017 to 2022, has the authority, one of which is related to the approval of the principle permit for the construction of retail branches in Ambon City.
“In the process of obtaining the permit, it is suspected that AR was actively communicating and held a meeting with RL so that the permit process could be immediately approved and issued,” said KPK Chairman Firli Bahuri at a press conference at the KPK building, Friday (13/5/2022).
Then, following up on AR’s request, Richard Louhennapessy, said Firli, ordered the Ambon City Government PUPR Head Office to immediately process and issue various permit applications, including a Business Place Permit (SITU) and a Trading Business Permit (SIUP). Richard Louhennapessy asked for a nominal amount of Rp. 25 million to be handed over to Andrew Erin Hehanussa, the Administrative Staff of the Ambon City Government Leader.
“For each permit document that is approved and issued, RL requests that the transfer of money with a minimum nominal value of Rp. 25 million use a bank account belonging to AEH, who is RL’s confidant,” said Firli.
Alfamidi Amri employees, Firlu continued, also gave back Rp 500 million. This is for the issuance of development approvals for 20 outlets.
“Specifically for issuances related to the Development Principle Approval for 20 retail business outlets, AR is alleged to have given RL around Rp 500 million in cash which was given in stages through AEH’s bank account,” he said.
Firli said Richard Louhennapessy was also suspected of receiving gratuities from a number of other parties. Firli said that his party was still investigating this matter.
“RL is also suspected of receiving a flow of funds from various parties as gratification and this will still be further investigated by the Investigating Team,” he said.
