LEFT, KOMPAS.com – Regent Kediri Hanindhito Himawan Pramana alias Mas Dhito has twice reminded the Head of Purwoasri sub-district not to make illegal fees in the form of asking for “THR” money to the villages.
“I have told you, I have reminded the person concerned but he was ignored, so I ask the inspectorate to process this case,” said Mas Dhito at the Kediri Regency Government Hall, in a video recording of his explanation to reporters Saturday (15/5/2021).
According to Dhito, he delivered the first warning via a WhatsApp group containing officials within the Kediri Regency Government on Tuesday (4/5/2021).
“I appeal to the group (WhatsApp) to all ASNs in the Kediri Regency Government not to withdraw the THR,” said Dhito.

The second warning, he continued, was even given directly to the Purwoasri sub-district head with the initials M by telephone on Wednesday (5/5/2021).
“Even the Head of Purwoasri sub-district I called because I had received information from the public that he had withdrawn the THR,” he said.
Over the phone, Dhito asked that the THR money be stopped and returned the money if it had already been withdrawn.
Furthermore, Dhito claimed to have received information that there would be collection of levies from villages in the Purwoasri sub-district the day after he called Camat M.
“Then on May 6 at 9 am, I went down to the field myself,” he said.
Dhito went to the location where the collection of these levies was carried out, namely at the Tawangsari Village Hall where he and the team found that there was a collection of THR levies for the Head of Purwoasri Sub-district.
In the drawer of one of the desks at the village hall, Dhito found the money he collected in the amount of Rp. 15 million.
According to Dhito, initially there was an agreement between the Head of Section (Kasi) for Village Community Empowerment (PMD) of Purwoasri District with the initials D and the village treasurers that the amount of funds that must be paid in each village is IDR 1.5 million.
However, there were a number of villages that objected so it was agreed again that the amount of funds to be paid was Rp. 1 million.
“Each village Rp. 1 million. There are 23 villages, so it should have collected Rp. 23 million,” said Dhito.
According to Dhito, only 15 villages have deposited the THR collection funds made by the Head of Sub-district M.
Dhito also claimed to have received information that the source of funds deposited by each village in Purwoasri Subdistrict to be paid to Camat M came from village treasury funds.
“This is what makes me have to take firm action against the Purwoasri sub-district head,” he said.
At that location, Dhito and his team only met a number of village treasurers who were collecting levies.
“Camat M and Kasi PMD then we presented it there,” he said.
Serious violation of civil servant discipline
Inspector at the Inspectorate Office of Kediri Regency Nono Soekardi said the Inspectorate Office team decided that the Head of Sub-District M and Kasi PMD D had committed serious violations of civil servant discipline (PNS).
The violations referred to, he said, were regulated in Government Regulation (PP) Number 53 of 2010, Article 7 Paragraph 4.
Nono said, the sanctions for serious violations of civil servant discipline were imposed on the Head of Sub-district M and Kasi PMD D because both had been reminded by Regent Dhito twice before being prosecuted.
“Pak M (Head of Purwoasri sub-district) will be given a transfer sanction in order to reduce his position to one level lower,” said Nono.
As for Kasi PMD D, he continued, the severe punishment sanction was given in the form of a lower level of demotion for three years.
