In view of the increasing trend of fatal traffic accidents in Hong Kong this year, the Police Traffic Headquarters carried out strict enforcement operations at more than 100 busy locations for pedestrians and vehicles in the third quarter of this year, intercepting 1,785 pedestrians violating traffic regulations. In addition, a series of educational and publicity activities were carried out. The number of serious or fatal traffic accidents involving pedestrians in the third quarter dropped by 50% compared with the same period last year.

Plainclothes officers participated in a large-scale ticket control operation

From December 1 to 8, the Police Traffic Headquarters, together with the Regional Road Safety Team, stepped up publicity to pedestrians on safe crossing of the road at locations with high traffic in many districts across Hong Kong, and deployed a large number of road safety mascots ” Bear sir” souvenir.

In the fourth quarter of this year, the Traffic Headquarters also launched a series of new measures, including affixing “Sir Bear” stickers to roadside traffic light controllers at more than 90 locations across Hong Kong to remind passers-by to pay attention to safety, and installing “Sir Bear” stickers at about 100 locations across Hong Kong. After the education and publicity activities, starting from December 11, the police will carry out irregular, indefinite and different forms of law enforcement operations in various districts across Hong Kong to issue tickets to pedestrians who cross the road arbitrarily or commit serious traffic violations. Conviction carries a maximum fine of $2,000. The police’s new round of law enforcement operations will include law enforcement in plain clothes to reduce the situation where citizens “obey the police only when they see them, but not when they don’t see them.”

Chief Inspector Lam Kai-sum of the Road Safety Division said that there were 85 fatal traffic accidents from January to October this year, which is the highest number since 2020. A total of 56 pedestrians died. Among the dead, 35 were elderly people aged 65 or above, accounting for 63% of the total pedestrian fatalities. Trucks accounted for the largest proportion of vehicle types in fatal traffic accidents involving elderly pedestrians, followed by taxis and minibuses.

Most of the fatal traffic accidents involving passers-by are caused by improper use or even failure to use crossing facilities, distracted use of mobile phones, or failure to use the sidewalk. Pedestrians are once again reminded to make good use of the “four treasures of pedestrians”, including pedestrian crossing lights, Zebra crossings, pedestrian tunnels or overpasses.
