The Vietnam Dairy Association (VDA), the Food and Food Association of Ho Chi Minh City, and the European Business Association in Vietnam (EuroCham) have just sent an urgent dispatch to the President of the National Assembly, the Prime Minister, and the Standing Committee of the European Union. The National Assembly, the Finance – Budget Committee of the National Assembly, and the Ministry of Finance did not add milk for the elderly to the list of price stabilization in the draft revised Price Law.

There is no country in the world that classifies milk for the elderly

According to the leader of the Vietnam Dairy Association, when the draft revised Price Law was released for comments in June 2022, it was found that the draft continued to respect the right to self-determination of production and business organizations and individuals. .

However, on May 15, the press reported that the Finance-Budget Committee of the National Assembly had agreed on a new list of goods subject to price stabilization, in which dairy products for the elderly were added to help reduce prices. preparing for approval at the 5th session of the National Assembly.

Adding dairy products for the elderly to the list of price stabilization is very unreasonable and may cause many adverse effects on dairy enterprises; Not in line with the policy of building a market economy, respecting the right of enterprises to self-determine their prices.

Specifically, the addition of dairy products for the elderly to the price stabilization list has many shortcomings and difficulties in implementation. Because in the world, there is no organization or country that classifies milk for the elderly and does not control the price of dairy products for adults.

On the other hand, at present, there is no legal document stipulating that milk is an essential commodity. Therefore, putting milk in general and milk for the elderly in the list of price stabilization goods is not appropriate.

If milk products for the elderly are included in price stabilization, it will be very difficult to implement because milk and dairy products are very rich and diverse.

Moreover, the addition of dairy products for the elderly to the list of price stabilization products has not been widely consulted, and there is no report on impact assessment. Therefore, businesses are very afraid of the feasibility, the impact on production and business as well as the investment and development of the dairy industry facing many difficulties.

Similarly, EuroCham is very concerned and respectfully requests the National Assembly and the Government to remove dairy products for the elderly from the price stabilization list in the draft revised Price Law due to the following reasons.

The first is scientifically inconsistent and in terms of risk management. In terms of nutritional science, unlike young children, milk is the main food source, while milk is only a part of the varied adult diet, a very small part of the Vietnamese diet.

Specifically, the average milk consumption of Americans is 226 kg/year, French 200 kg/year, Vietnamese people only about 27 kg/year, equivalent to 74 ml of milk/day, providing about 54 kcal/day, ie. 2.7% of energy demand…

Second, adversely affect production, business and investment environment, especially during the current difficult economic situation.

Price stabilization measures such as price registration and price declaration cause a lot of time and effort for businesses as well as create anxiety for investors, increasing administrative procedures.

More seriously, due to the impact of the post-COVID-19 supply chain disruption, the Russia-Ukraine conflict caused prices to rise very high and for a long time, including imported milk materials and milk products, which is seriously affecting dairy businesses. . If they are not able to self-price their products according to the market situation, many enterprises may go bankrupt.

Third, the expansion of restrictions on the right of enterprises to self-valuate without a full impact report as well as without consulting the affected subjects.

This will have the risk of misleading the market, affecting Vietnam’s free market commitments with other countries.
