Simeon Stavrev Exposes Absurdity and Corruption in Sofia Municipal Council – CGM Scandal Revealed

The municipal councilor from Yes, Bulgaria in Sofia, Simeon Stavrev, published on the social network Facebook a photo of a fine with explanations in love:

“… I didn’t understand you, but if you want to go from here, I have a violation and you’re going on, try here, I see that one car passed by…”.

Stavrev commented that, to him, this looked more like a chat between an employee of the municipal company and someone else, and he suggested that it is possible that the employee in question was confused whether he was writing in his chat or in the fines system.

“I don’t understand how the driver would pay his debt in this situation. Of course, this is ridiculous and shows only a small part of the problems in CGM, which the current board of directors and executive director cannot solve”, Simeon Stavrev is categorical.

He also revealed that the Center for Urban Mobility in Sofia has agreed to double the cost of maintaining the signs at public transport stops in the capital.

Initially, a public procurement was announced for BGN 480,000. Due to a lack of bids, a new public procurement was launched, but its value was already 1 million BGN.

“In the last two years, only one candidate appeared in the tenders for this activity. How does the management of the municipal company protect the public interest, after making the tasks of public procurement in such a way that there is practically no competition for them?” Simeon Stavrev also wrote.

CGM imposes a fine with a ticket with the following content: “… I didn’t understand you, but if you want to leave here, I have a violation and you’re going on, try here, I see that one passed by with a motor vehicle…”. Months after canceling a public procurement for BGN 480,000 due to a lack of bids, the municipal company launched a new one for BGN 1 million. In the last two years, only one candidate appeared in the tenders for this activity. How does the management of the municipal company protect the public interest, after making the tasks of public procurement in such a way that there is practically no competition for them?
