SIM Making & Renewal Fee Can Be Free, How come?

Jakarta, CNBC Indonesia – Making and renewing driving licenses (SIM) can now be made free for some people. The reason is, President Jokowibaru just signed PP Number 76 of 2020 concerning the Types and Rates of Non-Tax State Revenue (PNBP) that Apply to the Indonesian Police.

In the PP, fees for public services such as the cost of making and renewing driving licenses (SIM) for the poor can be free.

In Article 1 of the PP, which Jokowi signed on December 21, 2020, it regulates that there are 31 types of PNBP that apply to the Indonesian Police. The types of PNBP include:


  1. Testing for the issuance of new SIMs
  2. Issuance of SIM renewal
  3. Testing the issuance of a driver’s skill test certificate
  4. Issuance of STNK
  5. Issuance of motor vehicle trial certificates
  6. Issuance of motorized vehicle number signs
  7. Issuance of motorized vehicle number test certificates
  8. Issuance of BPKB
  9. Issuance of motor vehicle transfer certificates to other regions
  10. Publication of SKCK.

The question of free SIM fees is set out in Article 7. The article explains that the tariff or type of PNBP regulated in Article 1 can be set up to Rp0 or 0 percent.

“With certain considerations, the tariff or type of non-tax state revenue as referred to in Article 1 can be set up to Rp0 or 0 percent,” the PP said as quoted on Saturday (2/1/2021).

In the Elucidation of Article 7 it is explained that ‘certain considerations’ include the implementation of social, religious, state activities and considerations due to circumstances beyond the ability to pay or force majeure conditions, as well as for the poor, students / students, and MSMEs.

The regulation adds a service that gets free priority, namely the issuance of a Police Record Certificate (SKCK).

Further provisions regarding the amount, requirements and procedures for the imposition of free services are regulated in the Indonesian National Police Regulation.

Meanwhile, “The amount, requirements and procedures for the imposition of a tariff of Rp0 or 0 percent must first obtain approval from the Minister of Finance,” the regulation added.
