Significant Results in Fugitive Recovery and Stolen Goods Retrieval in China

The reporter recently learned from the Central Escape Pursuit Office that from January to June this year, a total of 582 fugitives were recovered across the country, including 25 “red notice personnel” and 1 “hundred red notice personnel”. The amount of stolen goods recovered was about 1.932 billion yuan.

Since the launch of the “Skynet 2023” operation, the Central Office of Escape Pursuit has made great efforts to promote the establishment of an integrated mechanism for chasing, preventing, and recovering stolen goods. In terms of chasing and fleeing, focusing on the “hundreds of red notice personnel” who have not been brought back to the case and the newly added escapees in recent years, we have formulated precise strategies, strengthened the attack on individual cases, and continuously expanded the results of the battle.

On June 10, Guo Jiefang, the “Hundred Red Notice” returned to China and surrendered, becoming the 62nd “Hundred Red Notice” to be brought to justice since the “Skynet Operation” was launched, and the first “Hundred Red Notice” since the 20th National Congress of the Communist Party of China. It is worth noting that the pursuit of Guo Jiefang’s fugitive and stolen goods has not only enabled her to return to China to surrender, but also her stolen money involved in the case has been recovered according to law.

The Second Plenary Session of the 20th Central Commission for Discipline Inspection emphasized that the crackdown on corruption-related and money-laundering activities should be strengthened, and the illegal money abroad should be pursued to the fullest. The fugitive and stolen goods departments at all levels continue to intensify their efforts to solve problems such as asset search, freezing, confiscation, and return. In the case of Wang Dongsheng, the former director of the Yantai City Highway Bureau of Shandong Province, who returned to China on February 12 and turned himself in, the case-handling agency froze and recovered his property involved in accordance with the law. On February 24, the Shanghai No. 2 Intermediate People’s Court applied the confiscation procedure of illegal gains and ruled to confiscate the land use rights purchased by Feng Weihua, the “red notice person” who used illegal gains from corruption, bribery, and embezzlement of public funds, the above-ground factory buildings he built, and the rent he collected, with a total value of nearly 400 million yuan.

Since the beginning of this year, the case-handling agencies have made full use of international rules and domestic laws, carried out in-depth international judicial and law enforcement cooperation in anti-corruption, and adhered to and deepened the pursuit of fugitives and stolen goods with the rule of law and the rule of law. Not long ago, Lin Zhifang, who was involved in the duty-related crime, and Wu Moumou and Feng Moumou, who were suspected of duty-related crimes, were repatriated to China. In March, Li Xi’an, the former director of the Food Bureau of Xi’an City, Shaanxi Province, who had fled for less than two months, was arrested and brought to justice.

Continue to weave a tight anti-corruption foreign-related “legal net”. The “Foreign Relations Law of the People’s Republic of China” implemented on July 1, Chapter IV “External Relations System” clearly stipulates “deepen and expand the working mechanism of foreign law enforcement cooperation, improve the system and mechanism of judicial assistance, and promote international cooperation in law enforcement and judicial fields” and “strengthen international cooperation in combating transnational crimes and anti-corruption”, which provides an important legal basis for my country’s international cooperation in anti-corruption and the pursuit of fugitives and stolen goods.
