Owners of subscriber television services may submit a well-founded complaint to the URSEC in the form of an affidavit under their sole responsibility for the dissemination of unlawful television signals via the Internet or similar network.

URSEC may, if necessary, order the notification to the platforms and/or independent intermediaries or the temporary electronic block necessary to prevent access from the national territory to IP addresses (Internet protocol) and/or Internet domains (DNS) and/ oo URLs (Uniform Resource Locator), corresponding to specific offers of illicit products, services and/or contents, which are used to develop such activities.

The complaint will be made through the online procedure “Claim for broadcasting of television signals without legitimacy or offer of counterfeit products and services”

The decree grants a 60-day deadline from publication (deadline 03/01/2023) to platforms and/or autonomous intermediaries and to pages or websites or specific platforms on the Internet to establish an electronic address in URSEC. To do this, they must go through the online procedure of Registration of people and companies.

Platforms and/or independent intermediaries can offer an alternative method to determining an electronic address through the “Communications and notifications to URSEC” procedure within the aforementioned term.

For these purposes, “Platforms and/or Independent Intermediaries” means those service providers that provide access to, host, transmit, index or distribute content or services generated by third parties on the Internet. They have a certain impact on content moderation.
