Shock commitment in Brussels-approved PNRR: Romania pledges to give up wood heating – News by sources

The Government has committed itself to the European authorities, through the National Recovery and Resilience Plan (PNRR) positively assessed by Brussels on Monday, to put in place, by the last quarter of 2023 at the latest, a legislative framework to decarbonise the heating and cooling sector, including measures to diversify the energy mix by abandoning wood as a fuel source in this sector, in line with profit.ro.

According to official data, currently, about half of households in Romania are heated by wood-burning stoves, the percentage reaching over 80% in rural areas.

Thus, the Romanian state has assumed as a target, until Q4 2023, the entry into force of a legislative framework with measures to decarbonize the heating and cooling sector.

The reform will: i) clarify the framework of responsibilities between central and local authorities for the administration of the heating and cooling sector and will extend the application of the Corporate Governance Law to district heating operators; ii) include a revision of legislation to ensure the sustainability and traceability of biomass, in order to prevent any negative impact of the use of bioenergy on biodiversity and forests; iii) diversify the energy mix in heating and cooling by giving up forest biomass (diversify the energy mix in heating and cooling away from forest biomass – in original, no); increases the role of prosumers in the production of renewable energy, including through quantitative compensation “, provides PNRR.
